摘要:
辅助服务作为供电可靠性和电能质量的保障,其价格的变动对辅助服务用户的行为造成很大的影响,现有辅助服务分摊机制未充分考虑发电企业的辅助服务价格承受能力.本文利用网络层次分析法,首先确定辅助服务发电用户市场、经济效益、社会效益及政策及调度响应水平评价指标;其次运用Super Decisions软件及德尔菲法对风电、核电、水电及火电企业的辅助服务价格承受能力进行综合评价,得出评分及承受能力排名;最终明确影响用户承受能力的主要因素,并为考虑发电企业承受能力的辅助服务市场成本分摊提供依据.
Abstract:
Ancillary service is the power supply reliability and power quality assurance,whose fluctuant price has a significant impact on the behavior of ancillary service consumers. And the existing ancillary service sharing mecha-nism does not take full account of ancillary service price bearing capacity of power generation companies. This pa-per firstly ensures ancillary service market,economic benefits,social benefits,policy and dispatch response evalu-ation indicators by using ANP. Then,the price bearing capacity of ancillary service to wind power,nuclear power, hydropower and thermal power enterprise, are comprehensively evaluated by Super Decisions software and Delphi method. And the ratings and rankings of bearing capacity are got. Finally, main factors of effecting consumer's bearing capacity are cleared. It can provide basis to market cost sharing of ancillary service,in consideration of the power generation companies bearing capacity.
